New French regulations encourage paperless formats for certain contractual documents. Accordingly, the French “decentralisation” law of 13 August 2004 on local freedoms and responsibilities, then decree number 2005-324 of 7 April 2005, allow local authorities to send official and formal documents subject to legal review to their local administrative centre electronically.
