The French law dated 13th August 2004 concerning freedom and local responsibilities and decree no. 2005-324 dated 7th April 2005 authorise local authorities to electronically dispatch documents regulated by law.

Seres provides a secured web portal that has been approved for the electronic transmission of documents to the prefectures, known as Approb@ctes.

Document dematerialisation really helps to improve performance while rationalising costs for local authorities and public bodies. One example is the paperless solution for legal checking procedures.

This solution can be accessed via a simple Internet connection. Approb@ctes helps to optimise, accelerate and secure electronic exchanges for local authorities and public bodies. Thanks to its user-friendly web interface, after authentification using an electronic certificate and a password, Approb@ctes can be used to send the prefecture “simple” documents electronically, along with the papers required for legal checks, in accordance with the legislation.

Approb@ctes also makes it possible to track interchanges using a message tracking function which means you can monitor message status in real-time. It also ensures security by using message coding.

It can be accessed via a simple web browser and is quick and inexpensive to roll out. The Approb@ctes electronic data transmission platform offers a simple and reliable solution to paperless issues for documents regulated by law for local authorities and public bodies.

Technically speaking

A comprehensive solution: Approb@ctes provides a dynamic interface for entering information and uploading documents in PDF, JPEG and GIF formats. You can send several documents at the same time.

Pre-requisites: Approb@ctes is a web portal with very few technical requirements:

  • An internet connection;
  • The signatory must be equipped with a class 3 signature certificate, issued by a Minefe*-approved authority.

This type of contract can be provided by Certinomis, a subsidiary of Docapost-La Poste Group. Certinomis is another certification authority approved by the Minefe*.
